Understanding PEOs

  • A Professional Employer Organization (PEO) partners with your business to handle the administrative side of employment: payroll, benefits, workers' compensation, compliance, and HR support. You keep full control of your team, your operations, and your business decisions. We handle the paperwork and the regulatory complexity so you can focus on running your company.

  • Co-employment simply means that Charter HR becomes the employer of record for certain administrative functions like payroll processing and tax filings. You remain in full control of hiring, firing, day-to-day management, and every business decision. Think of it this way: we handle the back office, you run your business.

  • PEOs serve businesses across nearly every industry. At Charter HR, our clients range from construction and manufacturing companies to restaurants, staffing firms, professional services, and nonprofits. If you have employees and want to reduce your administrative burden while giving your team access to better benefits, a PEO is worth exploring.

  • Payroll companies process your checks and tax filings. A PEO goes much further. Charter HR also manages your workers' compensation, provides access to group health insurance and retirement plans, supports HR compliance, and gives you a team of specialists you can call when employment issues come up. We become a true partner in managing the employment side of your business, not just a vendor that processes transactions.

Charter HR Services

  • Charter HR offers a full range of employment management services, including payroll processing, workers' compensation administration, group health and supplemental benefits, retirement plans (401k), risk management and safety programs, HR compliance support, and employee onboarding. We also offer a Visa payroll card as a convenient option for employees who prefer not to use traditional direct deposit.

  • Flexibility is one of our core strengths. We offer three service models, and within each one, you choose exactly the services that fit your business:

    •  Payroll Services: We handle payroll processing, tax deposits, filings, W-2s, and reporting. You select the specific services you need.

    •  Administrative Services Only (ASO): We manage your payroll and related administration, but filings go under your own federal employer ID number. You retain more direct control while still offloading the work you choose.

    •  Full PEO: Our most comprehensive option, covering payroll, benefits, workers' compensation, compliance support, risk management, and HR advisory services.

Across all three models, you pick the services that make sense for your business. Many of our clients start with payroll services and expand into full PEO as they see the value.

  • The main difference is how payroll taxes and filings are handled, and how much Charter HR takes on. With ASO, Charter HR handles your payroll processing, tax deposits, filings, and reporting, but everything is filed under your company's own federal employer identification number. You maintain more direct control over insurance and regulatory matters while choosing which administrative services you want us to manage. With full PEO, Charter HR becomes the employer of record and provides the most comprehensive support, including workers' compensation coverage, group benefits access, and deeper HR and compliance services. In both cases, you select the specific services that fit your needs.

  • Yes, and this is one of our strongest areas. Charter HR has a dedicated workers' compensation and employment claims specialist on staff. For full PEO clients, this expertise is included as part of your program. If you're on a payroll-only plan, you can still access this support on an as-needed, paid basis. Our team helps with claims management, return-to-work programs, on-site safety inspections, and keeping your business OSHA compliant.

  • Because we pool employees across many client companies, we can offer benefits that most small businesses could not access or afford on their own. Our benefits include group health insurance through Blue Cross Blue Shield of Alabama, dental, vision, and supplemental coverage (accident, cancer, disability, life), a 401(k) retirement plan, and several no-cost benefits for employees: a $10,000 life insurance policy, prescription discount card, employee assistance program, will preparation, and an online discount program. All benefits can be conveniently payroll-deducted.

  • Yes. Charter HR provides safety program and compliance audits, on-site training sessions, and ongoing consulting tailored to your specific workplace. Our team includes seasoned Workers' Compensation specialists and an Authorized OSHA General Industry Outreach Trainer. All PEO clients also receive access to BLR's TrainingToday, an award-winning online training platform with over 800 courses covering workplace safety, HR compliance, harassment prevention, leadership development, and more. Employees log in with their own credentials, complete courses on any device, and managers can track progress and access completion certificates.

Working with Charter HR

  • Charter HR has been serving Alabama businesses since 2011. We are headquartered in Alexander City, Alabama, and remain independently owned and operated. We are not part of a national chain, a private equity roll-up, or a franchise. When you call Charter HR, you are talking to the people who make the decisions.

  • We work with companies of all sizes, but most of our clients have between 10 and 100 employees. Whether you have a small crew or a large workforce, our flexible service model can be tailored to fit. We currently process approximately 6,000 payrolls per month across our client base.

  • Three things set us apart. First, we are independently owned and based right here in Alabama. You will never get lost in a call center or routed through a ticket system. Second, we take a flexible approach: no rigid packages, no one-size-fits-all. You choose the specific services your business needs, and we build your program around that. Third, we have in-house workers' compensation and claims expertise that most PEOs our size simply do not offer. When you partner with Charter HR, you get a team that knows your name and understands your business.

  • We serve a wide range of industries across Alabama and beyond, including construction and trades, manufacturing, restaurants and hospitality, staffing companies, professional services, healthcare, nonprofits, and more. Our flexibility in structuring service plans means we can adapt to the specific compliance and operational needs of your industry.

  • Yes. We handle the transition for you and work to make it as smooth as possible. Our onboarding team will walk you through each step, from paperwork to system setup. Most clients are fully transitioned and running on our platform within a few weeks.

Getting Started

  • Start with a conversation. Contact us by phone at (256) 234-6234 or use the contact form on our website. We will schedule a time to learn about your business, understand your needs, and walk you through your options. There is no pressure and no obligation. We want to make sure Charter HR is the right fit for you.

  • Once you decide to move forward, our onboarding team will guide you through a simple enrollment process. We gather your company and employee information, set up payroll and any benefits you have selected, and walk you through our online portal. Most companies are fully up and running within a few weeks. We stay closely involved during the transition to make sure nothing falls through the cracks.

  • We want you to stay because the service is excellent, not because of a contract. Contact us to discuss the terms that work best for your business. We are confident that once you see how Charter HR operates, you will not want to go anywhere else.

  • Protecting your data and your employees' personal information is a top priority. Our systems are secured with encryption and access controls, and we follow strict internal protocols for handling sensitive payroll, tax, and benefits data. We take this responsibility seriously because trust is the foundation of everything we do.

Compliance and Risk

  • Employment regulations change constantly, and keeping up can be a full-time job. Charter HR monitors federal, state, and local requirements on your behalf and helps you stay in compliance with payroll tax obligations, labor law requirements, OSHA standards, benefits regulations, and workers' compensation rules. When something changes that affects your business, we let you know and help you respond.

  • Yes. We offer safety program and compliance audits, on-site training and consulting, loss prevention strategies, return-to-work programs, and effective claims management. Our goal is to help you prevent workplace injuries before they happen and manage them efficiently when they do. A safer workplace means lower costs and better outcomes for your team.
